Reactions to Russia's Invasion of Ukraine: A Study of Indonesia and Malaysia’s Stance

This policy brief analyses the diverse responses within the Global South to the ongoing conflict in Ukraine, with particular focus on Indonesia and Malaysia as case studies. Both nations view global events through distinct lenses shaped by their Islamic majorities and postcolonial histories. Their responses reflect complex attitudes toward Western powers, while religion and identity influence local interpretations. Indonesia maintains neutrality to serve its pragmatic foreign policy interests and balance international relationships. The Indonesian public often frames the conflict within historical grievances and great power competition. Malaysian public opinion similarly spans diverse views, stemming from cultural and religious factors alongside established diplomatic ties. This report highlights how media narratives and public discourse significantly shape these regional perceptions. Stakeholders must engage more effectively to build mutual understanding and dialogue. International actors need to align their messaging with Global South priorities, particularly on decolonisation and equitable global governance.
